UAПроїжджаючи повз школу, що в першу чергу необхідно зробити?
Question without image
This is a driving exam question from the Traffic Rules of Ukraine about road safety in high-risk areas, particularly near children's institutions. Areas near schools are zones where pedestrians may appear suddenly, and children's behavior is often unpredictable. Therefore, for the driver, the key is not "formal" action, but creating a margin of time and distance for a safe reaction, up to a complete stop.
The question tests the section of traffic rules regarding speed and the driver's responsibilities: choosing a safe speed according to the road situation (points 12.1, 12.3), attentiveness and timely response (point 2.3), as well as understanding the danger to traffic (point 1.10) and the meaning of the warning sign "Children" (sign 1.33). Such situations are often included in the theoretical exam because they test the driver's ability to anticipate risks, not just know the wording.
Among the possible actions, reducing speed is the most correct first step: it immediately increases control over the vehicle and gives the opportunity to brake urgently if a child runs onto the roadway between parked cars or from behind a bus. Turning on low beam headlights is not the primary action for this situation and does not replace safe speed; periodic sound signals without cause can create additional danger and are not a universal solution, and increasing speed directly contradicts the requirements of the Traffic Rules of Ukraine regarding safety in potentially dangerous conditions. The practical conclusion for the driver: near a school, you need to drive more slowly, pay closer attention to the roadside and sidewalks, and be ready to stop.
Clause 12.1
When choosing a safe driving speed within the established limits, the driver must take into account the road situation, the characteristics of the cargo being transported, and the condition of the vehicle, in order to be able to constantly control its movement and drive it safely.
Clause 12.3
If a danger to traffic or an obstacle that the driver can objectively detect arises, he must immediately take measures to reduce speed up to stopping the vehicle or safely bypassing the obstacle for other road users.
Explanation of application: the area near a school is a typical place where children may suddenly appear on the roadway, so the driver must drive at such a speed as to have a real opportunity to brake immediately.
Clause 2.3 (driver's duties)
To ensure road safety, the driver is obliged to: b) be attentive, monitor the road situation, respond appropriately to its changes, monitor the correct placement and securing of cargo, the technical condition of the vehicle, and not be distracted from driving this vehicle on the road.
Clause 1.10 (the term "Danger to traffic")
Danger to traffic — a change in the road situation (including the appearance of a moving object approaching or crossing the lane of the vehicle) or the technical condition of the vehicle, which threatens road safety and forces the driver to immediately reduce speed or stop.
Clause 33.1 — 33 "Road signs", 1 "Warning signs", sign 1.33 "Children"
"Children" — a section of road near a children's institution (school, kindergarten, camp, etc.), on the roadway of which children may appear.
That is, the correct answer is "Reduce speed," given that according to the definition of the Traffic Rules, the driver is obliged to choose a safe speed taking into account the road situation and, in case of danger (in particular, the possible sudden appearance of children near a school), immediately take measures to reduce speed up to stopping.
When approaching a school, the driver must understand that this is a high-risk area: there may be children nearby, public transport stops, parents with strollers, and heavy pedestrian traffic. Children are known for sudden and unpredictable actions, including entering or running onto the roadway not only at pedestrian crossings.
The Traffic Rules require the driver to choose a safe speed taking into account the road situation and to be ready to react to danger in a timely manner. In a school zone, the risk of a pedestrian suddenly appearing increases significantly, so driving at a “usual” speed may not leave enough time and distance to stop.
Practical example: a child may run out between parked cars or from behind a bus that is dropping off passengers. In such a situation, the most reliable first action for the driver is to reduce speed, increase attention, and be ready to brake immediately. Attempting to “swerve around” a pedestrian at speed often creates even greater risk, as the child’s direction of movement can change instantly.
Therefore, the correct answer is "Reduce speed," because near a school there is a high probability of children suddenly appearing on the roadway, and reducing speed provides the time and opportunity to react safely and stop.
