This exam question from the Traffic Rules of Ukraine concerns the organization of parking and the correct “reading” of combinations of road signs with supplementary plates. In real traffic, such clarifying plates directly affect safety and order on the streets: they indicate exactly how parking is permitted near the curb so as not to obstruct pedestrians and not to create obstacles for other road users. For the theoretical exam, it is important to understand that the plates under the sign do not simply explain the picture, but establish specific conditions.
The question tests knowledge of section 33 of the Traffic Rules, namely the plates for road signs 7.6.1–7.6.5 “Method of parking a vehicle.” Their meaning is twofold: first, they define the method of parking (along the curb, partially or fully on the sidewalk, at an angle, etc.), and second, they specify which vehicles the indicated method applies to. According to the Traffic Rules, plate 7.6.1 applies to all vehicles, while plates 7.6.2–7.6.5 apply specifically to passenger cars and motorcycles, that is, they simultaneously set both the parking scheme and the vehicle category.
That is why an answer that mentions only the type of vehicle is incomplete: the plates do not simply “allow” a certain type, but indicate the specific method of parking near the curb. Likewise, an answer that reduces the meaning only to the method of parking also misses the point: for some plates (7.6.2–7.6.5), the rules clearly state that they apply to passenger cars and motorcycles, thus also limiting the range of vehicles. In practice, this means the driver must assess both how to park the vehicle and whether their vehicle is allowed to park in this way at this section of the road.
Clause 33.7 — 33 "Road signs", 7 "Plates to road signs", plate 7.6.1 "Method of parking a vehicle"
Plate 7.6.1 "Method of parking a vehicle" indicates that all vehicles must be parked on the carriageway along the sidewalk. In populated areas where parking is allowed on the left side of the street, plates 7.6.1, 7.6.2, 7.6.3, 7.6.4, 7.6.5 with mirror images of the symbols may be used. The plate is placed directly under the signs with which it is used.
Clause 33.7 — 33 "Road signs", 7 "Plates to road signs", plates 7.6.2–7.6.5 "Method of parking a vehicle"
Plate 7.6.2–7.6.5 "Method of parking a vehicle" indicates the method of parking passenger cars and motorcycles near the sidewalk and using it. In populated areas where parking is allowed on the left side of the street, plates 7.6.1, 7.6.2, 7.6.3, 7.6.4, 7.6.5 with mirror images of the symbols may be used. The plate is placed directly under the signs with which it is used.
Clause 1.10 (term "Parking")
Parking — stopping the movement of a vehicle for more than 5 minutes for reasons not related to the necessity of fulfilling the requirements of these Rules, boarding (alighting) passengers, or loading (unloading) cargo.
Clause 1.10 (term "Carriageway")
Carriageway — an element of the road intended for the movement of non-rail vehicles.
Clause 1.10 (term "Sidewalk")
Sidewalk — an element of the road intended for pedestrian movement, which adjoins the carriageway or is separated from it by a lawn.
That is, the correct answer is "The method of parking, as well as the type of vehicle that may be parked.", given that according to the definition of the Traffic Rules, plate 7.6.1 establishes the method of parking for all vehicles (along the sidewalk on the carriageway), and plates 7.6.2–7.6.5 — the method of parking specifically for passenger cars and motorcycles (near the sidewalk and using it), that is, they simultaneously determine both the method and the type of vehicle to which the requirement applies.
When you see a rectangular white plate with a car depicted next to the curb under the main road sign, it is not “decoration,” but a mandatory clarification of the parking conditions. Such plates belong to group 7.6.1–7.6.5 of section 33 of the Traffic Rules and are used specifically together with the corresponding signs that allow or organize parking.
The first thing they inform the driver about is exactly how the vehicle should be positioned. From the image, you can see whether the car should be parked along the curb on the roadway, partially/fully with the wheels on the sidewalk, and at what angle. That is, the plate specifies the exact method of parking in the area adjacent to the curb.
The second important point: these plates simultaneously determine for which types of vehicles the depicted parking method is allowed. According to the Traffic Rules, plate 7.6.1 applies to all vehicles and means parking on the roadway along the curb. Plates 7.6.2–7.6.5 narrow it down: they describe the parking method specifically for passenger cars and motorcycles near the curb and with the use of the sidewalk. Therefore, if a truck driver sees a variant defined in the rules for passenger cars and motorcycles, they cannot park “according to the picture,” because the plate also restricts the type of vehicle.
That is why the answer “indicate the method of positioning the vehicle for parking” would be incomplete: it misses the second part of the plate’s meaning, and in the exam it is important to read them as they work in the rules – both as a parking scheme and as a clarification of who is allowed to park.
Therefore, the correct answer is “The method of positioning, as well as the type of vehicle that may be parked,” since plates 7.6.1–7.6.5 simultaneously specify the parking method near the curb and determine which vehicles this method applies to (for all or only for passenger cars and motorcycles).
