The effect of the sign is not interrupted at exits from adjacent territories to the road and at intersections (junctions) with field, forest, and other unpaved roads, in front of which no priority signs are installed.”

Clause 1.10 (term “Motor Vehicle”)

The third exception concerns vehicles that serve residents or businesses in the area covered by the sign, as well as vehicles belonging to residents or employees who live or work in this area. A practical example: if you live on a street at the entrance to which sign 3.2 is installed, or you are delivering/servicing a business inside this area, entry is allowed, but according to the rules, you must enter and exit via the intersection closest to your destination.

Therefore, the correct answer is "Answers 1, 2, and 3," since sign 3.2 generally prohibits the movement of motor vehicles, but the Traffic Rules provide exceptions for route vehicles, for drivers/transportation of persons with disabilities, and for vehicles serving or belonging to those who live/work or have facilities in the designated area.
