This exam question from the Traffic Rules of Ukraine concerns road safety and the ability to correctly interpret prohibitory road signs. In real-life situations, such restrictions are often introduced to reduce transit traffic in residential areas or near enterprises, so the driver must understand not only the general prohibition but also the exceptions provided by the traffic rules.

The question tests knowledge of Section 33 of the Traffic Rules of Ukraine, in particular the effect of prohibitory sign 3.2 "Movement of motor vehicles is prohibited" and its exceptions. This sign prohibits the movement of motor vehicles (i.e., those powered by an engine), but does not apply to vehicles that belong to or serve citizens who live or work in the designated area, as well as vehicles serving enterprises in this area. An additional condition of the exception is important for the theoretical exam: entry and exit must be made through the intersection closest to the destination.

The analysis of the options in this theoretical exam comes down to checking whether you recognize the exception to sign 3.2. The option about prohibition would be correct for ordinary transit travel without grounds, but when the workplace is located directly in the sign's area of effect, the exception provided by the traffic rules applies. In practice, this means: you may drive to your workplace, but you may not use this section as a "shortcut" and must comply with the requirement to enter/exit at the nearest intersection.

Clause 33.3 — 33 "Road Signs", 3 "Prohibitory Signs", sign 3.2 "Movement of motor vehicles is prohibited"

Sign 3.2 "Movement of motor vehicles is prohibited" prohibits the movement of all motor vehicles. The sign applies to tractors, self-propelled machines and mechanisms, as well as trolleybuses and vehicles with an electric motor power of more than 3 kW.

The sign does not apply: • to vehicles operating on established routes; • to drivers with disabilities operating a motorized wheelchair or a car with the "Driver with a disability" identification sign, to drivers transporting passengers with disabilities, provided they have documents confirming the passenger's disability (except for passengers with obvious signs of disability); • to vehicles serving citizens or belonging to citizens who live or work in this area, as well as to vehicles serving enterprises located in the designated area. In such cases, vehicles must enter and exit the designated area at the intersection closest to their destination.

The area of effect of the sign is from the place of installation to the nearest intersection beyond it, and in populated areas where there are no intersections — to the end of the populated area. The effect of the sign is not interrupted at the exits from adjacent territories to the road or at the intersections (junctions) with field, forest, and other unpaved roads, before which no priority signs are installed.

Brief application: if the place of work is located immediately after the sign within the designated area, then a vehicle belonging to a citizen who works in this area (or serves an enterprise/citizens in this area) falls under the exception to sign 3.2, so entry is permitted (subject to the requirement to enter/exit at the intersection closest to the destination).

Clause 1.10 (term "Motor vehicle")

Motor vehicle — a vehicle driven by an engine. This term applies to tractors, self-propelled machines and mechanisms, as well as trolleybuses and vehicles with an electric motor power of more than 3 kW.

Brief application: the question checks the understanding that sign 3.2 applies specifically to motor vehicles and contains a list of exceptions for certain categories/cases (in particular, "works in this area").

That is, the correct answer is "Permitted.", given that according to the definition of the Traffic Rules, the effect of sign 3.2 does not apply to vehicles belonging to citizens who work in the designated area (the place of work is immediately after the sign).

A prohibitory sign 3.2 "Movement of motor vehicles is prohibited" is installed in front of you. Its general meaning is as follows: it is not allowed to proceed further along the road in motor vehicles, that is, those powered by an engine.

However, item 3.2 of section 33 of the Traffic Rules of Ukraine explicitly provides for exceptions. In particular, this sign does not apply to vehicles that serve residents or belong to citizens who live or work in the area marked by the sign. That is, if your place of work is located immediately beyond the sign, you belong to the category of persons for whom entry into this zone is permitted.

It is important to remember the condition of such an exception: you must enter and exit the sign's zone via the intersection closest to your destination. In our situation, the destination (place of work) is located immediately beyond the sign, so your movement straight ahead corresponds to the permitted exception.

Therefore, the correct answer is "Permitted," since sign 3.2 does not prohibit movement for vehicles of citizens who work in the designated area, and the place of work is located immediately beyond the sign.
