This exam question from the Traffic Rules of Ukraine tests the driver's attentiveness to road signs and understanding of traffic regulations in zones with restricted access. If there are other access roads to the objects located in this area, drivers must use only those.

Clause 33.3 — 33 "Road signs", 3 "Prohibitory signs", sign 3.1 "No entry"

Prohibits the movement of all vehicles in cases where: the beginning of a pedestrian zone is marked by sign 5.36 "Pedestrian zone"; the road and/or street is in an emergency condition and is unsuitable for vehicle movement (in this case, sign 3.43 "Danger" is additionally installed).

The sign does not apply to: vehicles operating on established routes; drivers with disabilities driving a motokolyaska or a car with the identification sign "Driver with a disability" installed, drivers transporting passengers with disabilities, provided there are documents confirming the passenger's disability (except for passengers with obvious signs of disability); vehicles serving citizens or belonging to citizens who reside or work in this zone, as well as vehicles serving enterprises located in the designated zone. In such cases, vehicles must enter and exit the designated zone at the intersection closest to the destination.

The area of the sign's effect is from the place of installation to the nearest intersection beyond it, and in populated areas where there are no intersections — to the end of the populated area. The sign's effect is not interrupted at exits from adjacent territories and at crossings (junctions) with field, forest, and other unpaved roads, before which no priority signs are installed.

Brief application to the question: if the driver does not fall under the exceptions, entry into the zone under 3.1 for "through passage" is prohibited.

Clause 33.5 — 33 "Road signs", 5 "Informational and indicative signs", sign 5.36 "Pedestrian zone"

Informs about the features and conditions of road traffic provided by these Rules. The sign applies to the entire area it designates.

Brief application to the question: the sign indicates the territory of a pedestrian zone, in which vehicle movement is allowed only in cases directly provided for by the Traffic Rules (in particular, clause 26.3), and not for transit passage.

That is, the correct answer is "Prohibited.", given that by the definition of the Traffic Rules, entry into a pedestrian zone (5.36) under the prohibition of sign 3.1 is allowed only for servicing/residents/employees (and other exceptions), and transit movement through the designated zone does not belong to these exceptions.

At the entrance to the designated area, sign 5.36 "Pedestrian zone" and prohibitory sign 3.1 "No entry" are installed. This means that the area begins where general vehicle traffic is not allowed, and entry is regulated by special conditions.

In the pedestrian zone, vehicles should appear only in exceptional cases. The rules allow entry only for those who have a real need to access this zone: vehicles serving residents or businesses within the zone, cars of residents or employees of this area, as well as specific cases related to drivers or passengers with disabilities, provided there are supporting documents. If there are other access routes to the required destination, they must be used instead of driving through the pedestrian area.

The question concerns transit traffic, that is, passing straight "through" without stopping to serve objects within the zone and without the purpose of staying in it. Such passage does not fall under the permitted exceptions. In other words, if you just want to take a shortcut and drive straight through the designated zone, this is considered transit, which in this situation is prohibited by sign 3.1 in combination with the start of the pedestrian zone.

Therefore, the correct answer is "Prohibited," since signs 5.36 "Pedestrian zone" and 3.1 "No entry" allow entry only for servicing/residents/employees (and certain privileged cases), and transit passage through the zone does not apply to them.
