33.3.6. In which of the places shown are you permitted to park in the depicted situation?
UAУ якому з місць Вам дозволено виконати стоянку в зображеній ситуації?
This is an exam question from the Traffic Rules of Ukraine about the safe and legal execution of parking in a populated area. It teaches how to correctly interpret road signs and their supplementary plates, so as not to obstruct traffic or receive a fine for improper parking. In the theoretical exam, such tasks test attention to detail: where the prohibition begins and ends, and to which side of the road it applies.
The question tests section 33 of the Traffic Rules (road signs), specifically the effect of sign 3.35 "Parking prohibited" and plate 7.2.3 "Zone of effect," as well as section 15 "Stopping and parking" (conditions under which parking is allowed on both the right and left sides in a populated area if there are no tram tracks in the middle and no other restrictions). An important nuance: sign 3.35 prohibits only parking, and plate 7.2.3 indicates that the prohibition is in effect up to the location of the sign, that is, "before the sign," and after it, on this side of the road, the prohibition ends.
If we analyze the options, points A and H are located on the section where parking is still prohibited (before the sign, which with plate 7.2.3 marks the end of the prohibition), so these options are not suitable. In contrast, points B and V are already after the respective signs with the plate, that is, outside the prohibition zone on their sides of the road, and therefore parking is allowed there in the absence of other prohibitions (markings, intersections, public transport stops, etc.). That is why the correct choice is the one that leaves the permitted places outside the effect zone of the sign on both sides of the road.
Clause 1.10 (terms "Stop" and "Parking")
Stop — cessation of movement of a vehicle for up to 5 minutes or more if necessary for boarding (alighting) passengers or loading (unloading) cargo, fulfilling the requirements of these Rules, as well as in case of danger to traffic.
Parking — cessation of movement of a vehicle for more than 5 minutes for reasons not related to the need to fulfill the requirements of these Rules, boarding (alighting) passengers, or loading (unloading) cargo.
Clause 15.1 (Section 15 "Stop and Parking")
Stopping and parking of vehicles must be carried out on the right side of the road as close as possible to its edge, and in the absence of such — on the shoulder.
In populated areas on roads with one lane in each direction and in the absence of tram tracks in the middle of the road, stopping and parking are allowed on the left side of the road.
Clause 33.3 — 33 "Road Signs", 3 "Prohibitory Signs", sign 3.35 "Parking Prohibited"
Sign 3.35 "Parking Prohibited" prohibits the parking of vehicles.
The effect of the sign applies only to the side of the road on which it is installed.
Clause 33.7 — 33 "Road Signs", 7 "Plates to Road Signs", plate 7.2.3 "Zone of Effect"
Plate 7.2.3 "Zone of Effect" indicates the end of the zone of effect of signs 3.34 "Stopping Prohibited", 3.35 "Parking Prohibited", 3.36 "Parking Prohibited on Odd Days of the Month", 3.37 "Parking Prohibited on Even Days of the Month".
Explanation of application: in combination with sign 3.35, plate 7.2.3 indicates that the parking prohibition is valid up to the place where this sign is installed (that is, "before the sign"), and after the sign, parking is already allowed (in the absence of other prohibitions).
That is, the correct answer is "At location B or V.", considering that according to the definition of the Traffic Rules, parking (over 5 minutes) is prohibited by sign 3.35 only within its zone of effect, and plate 7.2.3 indicates the end of this zone; in addition, in a populated area on a road with one lane in each direction and no tram tracks in the middle, parking can be performed both on the right and on the left.
In this situation, you need to assess the effect of the prohibitory sign 3.35 "Parking prohibited" and the plate 7.2.3 "End of zone of effect." The 3.35 sign itself prohibits only parking (that is, stopping for an extended period), and its effect applies only to the side of the road where it is installed. Since such signs are shown on both sides in the diagram, the prohibition applies to both the right and left sides of the roadway.
Next, the key point is the 7.2.3 plate. It indicates the end of the sign's zone of effect. That is, parking is prohibited only on the section of the road BEFORE the place where the sign with this plate is installed. After this sign, the parking prohibition on that side of the road no longer applies.
Therefore, locations A and G are still within the restricted section (before the signs that end the prohibition), and parking there is not allowed.
Meanwhile, locations B and V are already after the signs with the 7.2.3 plate, that is, outside the zone of the parking prohibition on the respective sides of the road. Therefore, parking is allowed there.
Thus, the correct answer is "At location B or V," since the 7.2.3 plate marks the end of the 3.35 sign's zone of effect, and at points B and V the vehicle is already outside this prohibition.
