The sign does not apply to vehicles operating on established routes.
The area of effect of the sign is from the place of installation to the nearest intersection beyond it, and in populated areas where there are no intersections — to the end of the populated area. The effect of the sign is not interrupted at exits from adjacent territories to the road and at intersections (junctions) with field, forest, and other unpaved roads, before which no priority signs are installed.
Thus, the correct answer is "Prohibited," given that according to the definition in the Traffic Rules, sign 3.21 "No Entry" prohibits entry of all vehicles (except route vehicles), and moving straight in this situation means entering in the direction of this sign's effect.
