The sign applies only to the side of the road on which it is installed.

The area of the sign's effect may be reduced by the 7.2.2 "Area of effect" plate at the beginning of the area, as well as by installing a duplicate sign with a 7.2.3 "Area of effect" plate at the end of its area. The sign may be used together with marking 1.4, in which case its area of effect is determined by the length of the marking line.

Plate 7.18 "Except for persons with disabilities" is used to indicate that the sign does not apply to drivers with disabilities and/or drivers transporting persons with disabilities, in cases provided for in the description of the relevant prohibitory sign (in particular — 3.34), subject to compliance with the requirements for the identification sign and supporting documents.

That is, the correct answer is "Both drivers.", given that according to the definition of the Traffic Rules, sign 3.34 prohibits both stopping and parking within its area of effect (including taking into account plate 7.2.2), and an exception for a driver with a disability is possible only if plate 7.18 is present under the sign, which is not the case in this situation.

In this section of the road, both vehicles have parked in a place where prohibitory sign 3.34 "No stopping" is installed together with plate 7.2.2 "Zone of effect." This means that in the specified zone, drivers are prohibited not only from stopping but also from parking.

According to the Traffic Rules, sign 3.34 prohibits stopping and parking of vehicles on the side of the road where it is installed. Plate 7.2.2 clarifies that the prohibition applies within the defined zone, meaning not just directly near the sign, but along the stretch of road it covers. In the image, both vehicles are located within this zone, so the requirements of the sign apply to both of them.

It is especially important to consider the white car with the "Driver with a disability" identification sign. This sign on the car by itself does not cancel the effect of 3.34. The exemption for drivers with disabilities applies only when an additional plate 7.18 "Except for persons with disabilities" is installed under the prohibitory sign. In this situation, such a plate is absent, so the driver of the white car is also obliged to comply with 3.34 and does not have the right to park.

As for the blue car, there are no exceptions for it either, so parking within the zone of sign 3.34 is a violation.

Therefore, the correct answer is "Both drivers," since both vehicles are parked within the zone of sign 3.34, which prohibits stopping and parking, and the exception for persons with disabilities does not apply without plate 7.18.
