Question without image

This exam question from the Traffic Rules of Ukraine concerns road safety through the mandatory equipment of a vehicle. Such requirements directly affect the driver's readiness to act in the event of an accident, forced stop, or fire, which is why they are often checked in the theoretical exam. The ability to distinguish what exactly must be present in the car helps avoid a ban on operation and unnecessary problems on the road.

The question tests the section of the traffic rules regarding the technical condition and equipment of vehicles, specifically clause 31.4.7 h) (other structural elements). The logic here is simple: the traffic rules list items without which operation is prohibited, but it is important to read the clarifications as to which vehicle categories they are mandatory for. For a passenger car, a first aid kit, an emergency stop sign (or a flashing red lantern that meets the standard), and a functional fire extinguisher are directly specified, so the absence of any of them means a violation of the equipment requirements.

At the same time, wheel chocks in this clause are a special requirement not for passenger cars, but for trucks with a permitted maximum mass of over 3.5 tons and for buses with a permitted maximum mass of over 5 tons (at least two). That is why among the answer options, only this element is not mandatory for a passenger car, whereas a first aid kit, fire extinguisher, and emergency stop sign are part of the basic set, without which the operation of a passenger car according to the traffic rules is prohibited.

Clause 31.4

The operation of vehicles is prohibited according to legislation in the presence of the following technical malfunctions and non-compliance with the following requirements:

Clause 31.4.7 h) (other structural elements)

a medical first aid kit with information on it about the type of vehicle for which it is intended — on a motorcycle with a sidecar, passenger car, truck, wheeled tractor, bus, minibus, trolleybus, vehicle transporting dangerous goods;

an emergency stop sign (flashing red lamp) that meets the standard requirements — on a motorcycle with a sidecar, passenger car, truck, wheeled tractor, bus;

on trucks with a permitted maximum mass over 3.5 t and on buses with a permitted maximum mass over 5 t — wheel chocks (at least two);

orange flashing beacons on heavy and oversized vehicles;

a serviceable fire extinguisher on a passenger car, truck, bus.

1. The type, brand, and installation locations of additional fire extinguishers with which vehicles transporting radioactive and certain dangerous goods are equipped are determined by the safe transport conditions for the specific dangerous cargo.

2. The first aid kit, the list of medicines of which complies with DSTU 3961-2000 for the relevant type of vehicle, and the fire extinguisher must be secured in places determined by the manufacturer. If the vehicle design does not provide for these places, the medical first aid kit and fire extinguisher must be in easily accessible locations. The type and quantity of fire extinguishers must comply with established standards. Fire extinguishers provided for vehicles must be certified in Ukraine in accordance with legislative requirements.

Thus, the correct answer is "Wheel chocks.", given that according to the definition in the Traffic Rules, wheel chocks are mandatory not for passenger cars, but for trucks with a permitted maximum mass over 3.5 t and buses with a permitted maximum mass over 5 t, whereas for passenger cars, a first aid kit, emergency stop sign, and serviceable fire extinguisher are mandatory.

In this question, you need to distinguish which items are mandatory for a passenger car and which are required only for certain categories of vehicles. This directly follows from clause 31.4.7 (h) of the Traffic Rules of Ukraine, which lists the equipment items whose absence prohibits operation, but with clarification: for which specific vehicles each item is mandatory.

For a passenger car, a first aid kit, an emergency stop sign (or a flashing red light that meets the requirements), and a functioning fire extinguisher are mandatory. If any of these are missing, the driver does not have the right to continue operating the vehicle, as this is a direct requirement for passenger cars.

Wheel chocks are mentioned in the same clause not as a general requirement for all, but as a special requirement for heavier vehicles: trucks with a permitted maximum mass of over 3.5 tons (as well as certain buses by weight). That is, the Traffic Rules do not establish an obligation to have wheel chocks specifically for passenger cars, so their absence is not a reason to prohibit the operation of a passenger car.

For example, if a passenger car does not have a fire extinguisher or an emergency stop sign, this is already a violation of the equipment requirements and operation is prohibited. In contrast, the absence of wheel chocks for a passenger car does not violate clause 31.4.7 (h), because they are required only for other vehicle categories.

Therefore, the correct answer is "Wheel chocks," since for a passenger car their presence is not mandatory under clause 31.4.7 (h) of the Traffic Rules, and the requirement for chocks mainly concerns trucks over 3.5 tons (and certain buses).
