This exam question from the Traffic Rules of Ukraine concerns road safety and interaction with emergency vehicles performing urgent tasks. In real traffic, such situations arise suddenly, so the theoretical exam often tests the ability to quickly and correctly respond to special light and sound signals without creating hazardous conditions or traffic jams.

The question checks knowledge of the section of the Traffic Rules regarding special signals, in particular point 3.2 of the Traffic Rules. Its essence is that when a vehicle with an activated blue flashing beacon and/or special sound signal is approaching from behind, other drivers must not obstruct: they should promptly yield and ensure unobstructed passage (if necessary, for escorted vehicles). In practice, this means predictably reducing speed, avoiding sudden maneuvers, moving to a more rightward position within the lane, and creating a "corridor" for passage.

When analyzing the answer options, the requirement to necessarily stop at the right edge or on the shoulder is not universal for a blue beacon: such a stop is directly required when both blue and red beacons are on together, or only the red one. The option about "vacating the lane" may be one way to help, but it is too narrow and not always possible or sufficient; the main obligation under the traffic rules is broader — namely, to yield and guarantee unobstructed passage, choosing a safe method depending on the situation.

Clause 3.2 of the Traffic Rules of Ukraine

"In the event of the approach of a vehicle with an activated blue flashing beacon and/or a special sound signal, drivers of other vehicles who may create an obstacle to movement are required to yield and ensure the unobstructed passage of the specified vehicle (and vehicles accompanied by it). Vehicles moving in an accompanied convoy must have their low beam headlights on. If such a vehicle has blue and red or only red flashing beacons activated, drivers of other vehicles are required to stop near the right edge of the carriageway (on the right shoulder). On a road with a dividing strip, this requirement must be fulfilled by drivers of vehicles moving in the same direction."

Application to the question: if a vehicle with a blue flashing beacon and/or a special sound signal is approaching from behind, the driver is required to "yield and ensure the unobstructed passage" (stopping is directly required by this clause only in the case of a blue+red or only red beacon).

That is, the correct answer is "Yield and ensure the unobstructed passage of the specified vehicle," given that according to the definition of the Traffic Rules (clause 3.2), when a vehicle with an activated blue flashing beacon and/or special sound signal is approaching, other drivers who may create an obstacle to movement are required to yield and ensure unobstructed passage.

When you see in your mirrors that a vehicle with a blue flashing beacon and/or a special sound signal is rapidly approaching from behind, it means that an emergency vehicle is performing an urgent task. In such situations, the Traffic Rules grant it the right of priority movement, while other drivers are required not to create obstacles.

According to clause 3.2 of the Traffic Rules, drivers of other vehicles who may impede the movement of such a vehicle must yield and ensure it can pass without hindrance. That is, your goal is not to “overtake” or “hold your lane,” but to create conditions so that the emergency vehicle can pass without delay and without risk to all road users.

In practice, this usually means assessing the situation in advance, reducing your speed, taking the farthest right position within your lane, avoiding sudden maneuvers, and not forcing the emergency vehicle to brake sharply or swerve around you. If, due to a narrow roadway, parked cars, or other obstacles, it is otherwise impossible to let it pass, you may have to stop at the right edge—but the key requirement is to ensure it can pass without obstruction.

It is important not to confuse this situation with cases where both blue and red beacons are activated simultaneously or only the red beacon: in those cases, the rules may require a mandatory stop. In this question, it is specifically about a blue beacon and/or siren, so the requirement is to yield and not impede movement.

Thus, the correct answer is “Yield and ensure the unobstructed passage of the specified vehicle,” because when an emergency vehicle with a blue beacon and/or sound signal approaches, clause 3.2 of the Traffic Rules obliges other drivers not to create obstacles and to ensure its priority passage.
