Question without image

This exam question focuses on road safety and proper interaction with emergency service vehicles. In real traffic, such situations often occur near intersections, in heavy traffic, or during overtaking, when drivers must quickly recognize special signals and act in a way that does not create an obstacle. Knowledge of this topic is important for successfully passing the theoretical exam and for everyday practice, as mistakes can lead to accidents or block the passage of ambulances, police, or rescue vehicles.

The question tests understanding of Section 3 of the Traffic Rules of Ukraine, which regulates the use of special light and sound signals and determines when emergency vehicles are granted right of way. According to the traffic rules, priority arises only when performing an urgent official task and when a blue or red flashing beacon is activated, while the key requirement remains ensuring the safety of the maneuver. It is also important to remember: the special sound signal is used for additional attention and may be turned off if not needed, but this does not cancel the obligation to act safely.

The analysis of the answer options comes down to the difference between "emergency priority" and "warning signal." The option with an orange beacon, even when combined with a sound signal, does not describe the priority of emergency services: according to paragraph 3.6 of the Traffic Rules, the orange beacon only warns of danger or road works and does not grant priority. In contrast, the option with a blue or red beacon corresponds to the logic of paragraphs 3.1 and 3.2 of the Traffic Rules of Ukraine: other drivers must yield and ensure unimpeded passage, and the emergency vehicle driver has the right to deviate from certain rules only if it does not create danger.

Practically, this means that on the road you should focus specifically on blue or red flashing beacons as a sign of lawful use of priority, and always assess whether you might create an obstacle for such vehicles. For preparation for the theoretical exam, it is worth memorizing the difference between the blue/red signal of emergency services and the orange beacon, which does not grant priority but requires increased attention.

Clause 3.1

Drivers of emergency vehicles, while performing urgent official duties, may deviate from the requirements of Sections 8 (except for traffic controller signals), 10, 11, 12, 13, 14, 15, 16, 17, 18, 26, 27, and Clause 28.1 of these Rules provided that a blue or red flashing beacon and a special sound signal are activated, and road safety is ensured. If there is no need for additional attention from road users, the special sound signal may be turned off.

Brief application: this clause establishes the conditions under which an emergency vehicle receives priority (in fact, "advantage" in movement) and the right to deviate from certain traffic rules: the blue or red beacon is on (and the sound signal — if necessary) and road safety must be ensured.

Clause 3.2

When approaching a vehicle with an activated blue flashing beacon and/or special sound signal, drivers of other vehicles who may create an obstacle to its movement are required to yield and ensure the unobstructed passage of the specified vehicle (and those accompanied by it). Vehicles moving in an escorted convoy must have their low beam headlights on. If such a vehicle has both blue and red or only a red flashing beacon activated, drivers of other vehicles must stop near the right edge of the carriageway (on the right shoulder). On a road with a dividing strip, this requirement must be fulfilled by drivers of vehicles moving in the same direction.

Brief application: this clause explains how the priority of an emergency vehicle is manifested — other drivers are required to yield/ensure unobstructed passage (and with blue+red or only red beacon — stop near the right edge).

Clause 3.6

The activation of an orange flashing beacon on vehicles with the identification sign "Children," on road maintenance service vehicles while working on the road, or on oversized and heavy vehicles does not give them priority in movement, but serves to attract attention and warn of danger. At the same time, drivers of road maintenance service vehicles while working on the road are allowed to deviate from the requirements of road signs (except for priority signs and signs 3.21, 3.22, 3.23), road markings, as well as Clauses 11.2, 11.5, 11.6, 11.7, 11.8, 11.9, 11.10, 11.12, 11.13, subparagraphs "b", "v", "g" of Clause 26.2 of these Rules, provided road safety is ensured. Drivers of other vehicles must not interfere with their work.

Brief application: this clause is added as a “cut-off” — an orange beacon does not grant priority in movement, unlike the blue/red beacon on emergency vehicles.

Thus, the correct answer is: "Provided that a blue or red flashing beacon is activated and road safety is ensured.", given that according to the traffic rules (Clauses 3.1, 3.2), the priority of emergency vehicles is associated with the activation of special light signals (blue/red) and the obligation to act safely, and other road users are required to ensure their unobstructed passage.

When we talk about the right of way for emergency vehicles (police, ambulance, fire truck, etc.), it is important to understand: this priority is not “automatic” just because the vehicle belongs to a service. The rules grant it only under clearly defined conditions, so that other road users can unmistakably recognize the situation and have time to react safely.

Clause 3.1 of the Traffic Rules explains the logic of this priority: the driver of an emergency vehicle, while performing an urgent official task, may deviate from certain requirements of the rules (for example, regarding passing intersections or performing maneuvers), but only when the blue or red flashing beacon is switched on and the driver ensures road safety. That is, even with beacons on, the driver does not have the right to act “blindly” and must make sure that their maneuver does not create danger.

Clause 3.2 of the Traffic Rules establishes an obligation for other drivers: if an emergency vehicle with a blue beacon (and/or a special sound signal) is approaching and you may create an obstacle for it, you must yield and ensure its unobstructed passage. In practice, this means: do not cut off, do not block the lane, move to the right if necessary, stop, or otherwise allow the emergency vehicle to pass. If both blue and red beacons are on, or only the red one, the requirements for other drivers become even stricter: they must stop at the right edge of the carriageway to clear the way.

Pay special attention to Clause 3.6 of the Traffic Rules so as not to confuse the signals: an orange (amber) flashing beacon does not grant the right of way. It only warns of danger or ongoing works, so you do not need to yield “as to an emergency vehicle” in such a situation unless there are other grounds.

Imagine a typical example: an ambulance with its blue beacon on is approaching an intersection. Even if you have a green light, you must assess whether you could create an obstacle for it and ensure its passage, because the switched-on blue (or red) beacon is the sign of lawful use of priority. At the same time, the ambulance, when passing through the intersection, must act in a way that does not cause an accident, meaning its priority is always “tied” to the requirement of safety.

Therefore, the correct answer is: “Provided the blue or red flashing beacon is switched on and road safety is ensured,” since the Traffic Rules grant emergency vehicles the right of way only when the appropriate beacons are on and only if their actions do not create danger for other road users.
