This is an exam question from the Traffic Rules of Ukraine concerning road safety in areas with increased pedestrian traffic, where residents, children, and other vulnerable road users are often present. In such places, a driver must expect the sudden appearance of pedestrians from behind parked cars or from building entrances, so the traffic rules establish a special regime and additional restrictions for these areas.

The question tests knowledge of the sections of the Traffic Rules that regulate driver training and movement in residential areas: the term "residential area" (paragraph 1.10, sign 5.34) and the direct prohibition of learner driving (paragraph 24.9). At the same time, paragraph 26.2 lists prohibitions that emphasize the general idea of this regime: to minimize risks for pedestrians and ensure the safe coexistence of vehicles and people in courtyards and intra-block driveways.

The analysis of the options in the theoretical exam boils down to one key point: "allowed" and "allowed with special caution" cannot be correct, because the Traffic Rules of Ukraine have a specific provision that directly prohibits driver training in residential areas (p. 24.9), without any exceptions or reservations about "caution." The practical meaning of this prohibition is obvious: the learner does not yet have sufficient experience for an instant reaction to typical courtyard hazards, and responsibility for compliance with the rules during training also lies with the instructor who controls the driving process.

Clause 24.9

Driver training of vehicles is prohibited in residential areas, on motor roads, and on highways.

Clause 1.10 (term “Residential area”)

Residential area — courtyard territories, as well as parts of populated areas marked with road sign 5.34 “Residential area”.

Clause 26.2

In a residential area, it is prohibited to: a) transit movement of vehicles; b) parking of vehicles outside specially designated places and such positioning of vehicles that impedes the movement of pedestrians and the passage of emergency or special vehicles; c) parking with the engine running; e) movement of trucks, tractors, self-propelled machines and mechanisms (except those serving facilities and citizens, performing technological work, or belonging to citizens residing in this area).

Thus, the correct answer is “Prohibited.”, given that according to the Traffic Rules, driver training of vehicles in a residential area is directly prohibited by clause 24.9, and “residential area” is defined in clause 1.10.

In the Traffic Rules, a residential area is understood as courtyard territories and parts of populated areas marked with sign 5.34 “Residential Area”. This is a space where pedestrians have priority and may move across the entire width of the roadway, and the driver must be especially attentive and anticipate the sudden appearance of people.

That is why the rules separately establish restrictions for such an area. Special prohibitions apply in a residential area, emphasizing increased safety requirements and caution for drivers in conditions where residents, including children, are constantly present nearby.

Training driving in a residential area is directly prohibited by clause 24.9 of the Traffic Rules. The logic of this provision is simple: the student does not yet have sufficient experience to react quickly and correctly to unpredictable situations typical for courtyards and inner-block driveways (for example, a child may suddenly run out from behind a parked car, or a pedestrian may abruptly change direction). Therefore, other road sections are chosen for training, where the risk to pedestrians is lower.

It is important to remember that during training, the person teaching driving is also responsible for the safety of maneuvers and compliance with the Traffic Rules, since they are in the vehicle and actually control the training process.

Thus, the correct answer is “Prohibited.”, because the Traffic Rules directly prohibit driver training in a residential area (clause 24.9) due to the increased danger to pedestrians in such places.
