24.1. Is driver training of a vehicle allowed on roads marked with such road signs?
UAЧи дозволено навчання водінню транспортного засобу на дорогах, позначених такими дорожніми знаками?
This is an exam question from the Traffic Rules of Ukraine concerning road safety on sections with a special traffic regime, where speeds are higher and the requirements for maneuvering and anticipating situations are stricter. Knowledge of such restrictions is important for the theoretical exam, as a misunderstanding of the road status can lead to dangerous actions during practice.
The question tests Section 24 "Driver Training" and the ability to recognize informational and directional road signs from Section 33 "Road Signs", in particular 5.1 "Motorway" and 5.3 "Road for Motor Vehicles". According to paragraph 24.9 of the traffic rules, driver training on motorways and roads for motor vehicles is strictly prohibited, regardless of the presence of an instructor or training vehicle equipment. The logic of the prohibition is simple: on such roads, drivers are expected to maintain stable speed, make confident decisions, and react quickly, while learners are still developing these skills.
The "allowed" option is incorrect precisely because it contradicts the direct provision of the Traffic Rules of Ukraine: driver training on these types of roads is not permitted. Proper understanding of this rule helps avoid risks during training and to answer similar questions correctly on the theoretical exam, especially when the key in the task is the sign that determines the road regime.
Clause 24.9 — 24 “Training driving”
Training in driving vehicles is prohibited in residential areas, on motor roads, and on motorways.
Clause 33.5.1 — 33 “Road signs”, 5 “Informational and guiding signs”, sign 5.1 “Motorway”
Sign 5.1 “Motorway” is used to designate roads where the relevant traffic regimes are established in accordance with Section 27 of these Rules. The sign is installed at the beginning of the motorway.
Clause 33.5.3 — 33 “Road signs”, 5 “Informational and guiding signs”, sign 5.3 “Motor road”
Sign 5.3 “Motor road” is used to designate a road intended only for the movement of cars, buses, and motorcycles, and on which special traffic conditions apply as provided for in Section 27 of these Rules (except for clause 27.3 of these Rules).
That is, the correct answer is “Prohibited.”, given that according to the definition of the Traffic Rules, training driving is directly prohibited on motorways (sign 5.1) and on motor roads (sign 5.3) in accordance with clause 24.9.
The road signs depicted in the question indicate the beginning of a motorway (5.1) or a road for motor vehicles (5.3). These are roads with a special traffic regime, where vehicles move at higher speeds and special requirements for safety and traffic organization apply.
For a learner who is just acquiring driving skills, such conditions are potentially dangerous: it is necessary to quickly assess the traffic situation, perform maneuvers in dense traffic, and maintain a stable speed. Any mistake by a novice on such roads can create an emergency situation both for themselves and for other road users.
That is why the Traffic Rules directly establish a prohibition. Clause 24.9 of the Traffic Rules of Ukraine states that learner driving is not allowed on motorways and roads for motor vehicles. That is, on a section marked with signs 5.1 or 5.3, driver training is not permitted, even if an instructor is present and the vehicle is equipped as a training vehicle.
Therefore, the correct answer is "Prohibited," since clause 24.9 of the Traffic Rules directly forbids driver training on motorways and roads for motor vehicles due to increased speeds and safety requirements.
