This is an exam question from the Traffic Rules of Ukraine about traffic safety and the rules for crossing railway crossings. Such situations are among the most dangerous in road traffic, as a train has a long braking distance, and the driver cannot accurately assess its approach “by eye.” Therefore, during the theoretical exam, the driver’s ability to rely primarily on the crossing signals, and not on whether the train is visible, is tested.

The question checks the section of the Traffic Rules that regulates movement through railway crossings, in particular the requirements of points 20.2 and 20.5 (c) of the Traffic Rules. According to the traffic rules, the activation of a prohibitory traffic light signal and/or sound signal already means a prohibition to cross the railway, regardless of the position of the barrier and regardless of whether the train has appeared within visibility. In contrast, stopping at the designated place fully complies with the requirements of the Traffic Rules of Ukraine and prevents the worst-case scenario, when a car ends up on the crossing at the moment the barrier closes or the train approaches.

When approaching a railway crossing, as well as when starting to move after stopping in front of it, the driver must follow the instructions and signals of the crossing attendant, the position of the barrier, light and sound signals, road signs and road markings, and also make sure that a train (locomotive, railcar) is not approaching.

This clause checks the driver’s obligation, when approaching/moving through a crossing, to be guided specifically by the crossing’s signaling (and not only by the fact of seeing a train).

Clause 20.5 (c)

Movement through the crossing is prohibited if the prohibitory signal of the traffic light or a sound signal is activated, regardless of the presence and position of the barrier.

This clause directly checks the rule: when the light and/or sound signaling is activated at the crossing, passage is prohibited even if the train is not yet visible.

Clause 20.6

If it is necessary to stop before the crossing, the driver must stop: before the stop line, and if there is none — before road sign 2.2, and if it is not there — before the traffic light, and if none of these are present — no closer than 10 m from the nearest rail.

This clause clarifies what it means to “stop in the designated place” before a railway crossing.

That is, the correct answer is “Stop in the designated place, as crossing is prohibited,” considering that by the definition of the Traffic Rules, when the prohibitory signal of the traffic light and/or sound signal is activated at the crossing, movement through the crossing is prohibited, and stopping is to be performed at the place specified by the Traffic Rules before the crossing.

When approaching a railway crossing, the driver is required to assess the situation not “by eye,” but according to signals and control devices: the traffic light and audible alarm, the position of the barrier, signs, and road markings. That is, these signals determine whether it is permitted to proceed further.

If the light and audible signals are activated at the crossing, this means the crossing is now in a mode where movement is prohibited. According to clause 20.5 (c) of the Traffic Rules of Ukraine, crossing is prohibited from the moment the prohibitory signal or audible warning is activated, regardless of whether the train is visible or the barrier is down. The logic is simple: the signaling is activated in advance so that the driver has time to stop safely before the danger zone.

In practice, this situation looks like this: you approach the crossing, the train is not yet within sight, but the prohibitory signal starts flashing and the bell rings. At this moment, you cannot continue driving, even if it seems that “I still have time.” You must stop at the designated place before the crossing (at the stop line, sign, or before the barrier) so as not to end up on the tracks when the train approaches.

Therefore, the correct answer is “Stop at the designated place, as crossing is prohibited,” because the activation of the light and audible signals means movement through the crossing is prohibited, regardless of whether the train is visible.
