The driver, except for drivers of vehicles of diplomatic and other foreign state missions, international organizations, operational and special vehicles, must provide the vehicle: a) to police officers and healthcare workers for transporting persons in need of emergency (urgent) medical care to the nearest healthcare facility; b) to police officers for the performance of unforeseen and urgent official duties related to the pursuit of offenders, their delivery to the National Police authorities, and for the transportation of damaged vehicles by trucks.

The driver has the right to require the police officer to present an official ID and to issue a certificate or make the appropriate entry in the waybill.

That is, the correct answer is "Answers 1 and 2," given that according to the Traffic Rules, the exemption from the obligation to provide the vehicle to police officers and healthcare workers is established specifically for drivers of vehicles of diplomatic/international missions and for drivers of operational and special vehicles.

Clause 2.7 of the Traffic Rules of Ukraine establishes a general rule: in specified situations, the driver is obliged to provide their vehicle to police officers or healthcare workers. This may be required, for example, to urgently transport a person in need of emergency medical assistance to the nearest medical facility, or for police officers to carry out urgent official actions (in particular, during the pursuit of an offender or their delivery to a police unit).

At the same time, this clause explicitly states the exceptions to whom this obligation does not apply. There are two categories of vehicles: first, vehicles of diplomatic and other missions of foreign states and international organizations; second, operational and special vehicles. It is the drivers of these vehicles who have the right not to comply with the requirement to provide their vehicle for the cases specified in the Traffic Rules.

To remember more easily: ordinary drivers (including taxis, private cars, etc.) must provide their vehicle in situations stipulated by the Rules. However, diplomatic vehicles and operational/special vehicles are exceptions, so their drivers may refuse to provide the vehicle to police officers or healthcare workers in such cases.
