When approaching a vehicle with a blue flashing beacon and/or a special sound signal, drivers of other vehicles must yield and ensure the unobstructed passage of the specified vehicle and any vehicles it is escorting.

In this situation, this means that after letting the special vehicle pass, when making a left turn, you must yield to the oncoming "grey" car that is moving straight (or turning right).

That is, the correct answer is "Proceed after the vehicle with the blue flashing beacon and the grey car," considering that according to the Traffic Rules, other drivers must first ensure the unobstructed passage of the vehicle with the blue flashing beacon (clause 3.2), then when turning left, you must yield to the oncoming vehicle moving straight/right (clause 16.13), and the vehicle from the secondary road must yield to vehicles on the main road (clause 16.11).

Priority signs are installed at this intersection, so we have an intersection of roads with unequal importance. In such a situation, we first determine who is traveling on the main road and who is on the secondary road, and apply the rules for passing an intersection of roads with unequal importance.

The first to pass through the intersection is the vehicle with the blue flashing beacon turned on. According to clause 3.2 of the Traffic Rules, other road users must yield to it and ensure its unobstructed passage. That is, regardless of who is on the main or secondary road, priority is given to the special vehicle with the blue beacon (provided it is moving safely).

Next, we assess the regular vehicles. According to clause 16.11 of the Traffic Rules, a driver traveling on a secondary road must yield to all vehicles approaching on the main road, regardless of their further direction. This means that a car on the secondary road cannot go before the vehicles on the main road.

After the special vehicle passes, the situation remains between us and the gray car, which are both traveling on the main road towards each other. If we are making a left turn, then according to clause 16.13 of the Traffic Rules, we must yield to the oncoming vehicle that is going straight or turning right. That is why the gray car will go next, and only after that can we proceed.

Therefore, the correct answer is "Proceed after the vehicle with the blue flashing beacon and the gray car," since first, according to clause 3.2, we give way to the special vehicle with the blue beacon, and then, according to clause 16.13, when making a left turn on the main road, we yield to the oncoming gray car.
