Thus, the tram passes first without hindrance. After the tram has cleared the possible crossing point, the motorcycle completes the turn. Only then, after making sure that the vehicles on the main road have passed, can the passenger car from the secondary road proceed.

Therefore, the correct answer is “Tram, motorcycle, passenger car,” since the tram and motorcycle are moving on the main road (the car from the secondary road yields to them according to rule 16.11), and the motorcycle, when turning left, is additionally required to yield to the tram going in the same direction according to rule 16.13.
