At an intersection of roads with different priorities, the driver of a vehicle moving on a secondary road must yield to vehicles approaching this intersection on the main road, regardless of the direction of their further movement.

Application to the situation: the blue car, being on the secondary road, is obliged to yield to all participants moving on the main road.

Clause 16.12

At any uncontrolled intersection, a tram, regardless of the direction of its further movement, has priority over non-rail vehicles approaching it on an equivalent road, except at intersections where a roundabout is organized.

Thus, the correct answer is "Last.", given that according to the definition of the Traffic Rules, the driver of the blue car is moving on a secondary road and is obliged to yield to all vehicles on the main road (clause 16.11), as well as to comply with the permitted direction of movement for his lane according to sign 5.18.

At this intersection, the roads are not of equal priority: the main road is indicated by a priority sign. Therefore, vehicles traveling on the main road always go first, and those approaching from the secondary road are required to wait. This directly follows from clause 16.11 of the Traffic Rules: a driver on a secondary road must yield to everyone approaching on the main road, regardless of where they are turning next.

Thus, until the tram, the green car, and the motorcycle (all of which are on the main road) have passed, the blue car from the secondary road cannot start moving. Furthermore, there is also an internal order among vehicles on the main road: the tram has priority as rail transport at an uncontrolled intersection, and non-rail participants yield to each other according to the rule of oncoming directions. Only when the main road is clear do vehicles from the secondary road start moving. But even then, the blue car will not be the first, because in its direction there are other participants who will get the opportunity to go before it (in particular, the tram, as well as another non-rail car on the secondary road). In addition, the blue car is limited by the requirements of the sign that determines the direction of movement in the lane: it must perform the permitted maneuver only from its lane, that is, it cannot "change" the order or direction to pass faster.

Therefore, the correct answer is "Last," since the blue car is on the secondary road and according to clause 16.11 is required to yield to everyone traveling on the main road, and after that also yields to those on the secondary road who get the right to go earlier, and only proceeds in the permitted direction from its lane.
