Clause 3.2

Vehicles moving in an escorted convoy must have their low beam headlights on. If such a vehicle has blue and red, or only red, flashing beacons turned on, drivers of other vehicles must stop at the right edge of the roadway (on the right shoulder). Clause 16.12

At an intersection of roads with equal priority, the driver of a non-rail vehicle must yield to vehicles approaching from the right, except at intersections with a roundabout. This rule must also be followed among tram drivers. At any uncontrolled intersection, a tram, regardless of its further direction, has priority over non-rail vehicles approaching it on a road of equal priority, except at intersections with a roundabout.

Clause 16.1

An intersection where the order of passage is determined by traffic signals or a traffic controller is considered regulated. At such an intersection, priority signs do not apply. If the traffic light is off or operating in flashing yellow mode and there is no controller, the intersection is considered unregulated, and drivers must follow the rules for unregulated intersections and the relevant road signs installed at the intersection.

Plate 7.8 “Direction of the Main Road” indicates the direction of the main road at the intersection. It is used with signs 2.1, 2.2, 2.3. The plate is placed directly under the signs with which it is used.

That is, regardless of the fact that this vehicle is approaching from a secondary road, you must let it pass first if your movement could prevent it from crossing the intersection.

After the special vehicle has passed, we determine the order between vehicles moving on the main road. Since the main road changes direction at the intersection, according to clause 16.14 of the Traffic Rules, drivers on the main road act among themselves as if on roads of equal importance, that is, they apply the “give way to the vehicle on the right” rule. For you, the gray car is on the right, so you must yield to it.

Thus, the order of passage will be as follows: first, the vehicle with the blue flashing beacon, then the gray car, and only after that can you complete your left turn.

Therefore, the correct answer is “Yield to the vehicle with the blue flashing beacon and the gray car,” because the special vehicle with the beacon has priority under clause 3.2 of the Traffic Rules, and after it, between you and the gray car on the main road that changes direction, the rule for intersections of equal importance applies and priority is given to the vehicle on the right (clause 16.14 of the Traffic Rules).
