This exam question from the Traffic Rules of Ukraine checks knowledge of the safe passage through uncontrolled intersections, where the order of movement depends not on traffic lights or signs, but on the mutual positioning of vehicles. Such situations are typical in cities and on secondary streets, and mistakes in determining priority often lead to side collisions when turning left.

The question belongs to the section of the Traffic Rules concerning passing intersections, specifically the application of points 16.12 and 16.13. At an intersection of equal roads, the "obstacle on the right" rule applies: the driver must yield to vehicles approaching from the right (point 16.12), and when turning left, additional requirements apply to yield to those who must not be obstructed (point 16.13). The simplest way to determine the order for the theoretical exam is to find the vehicle that has "no one on the right" and does not have to yield to anyone, and then proceed clockwise.

In this situation, the first to pass is the vehicle that has no obstacle on the right, then the one who yielded to the first, and only then the driver who has an obstacle on the right and must wait. Therefore, the option "first" is incorrect: the driver does not have priority due to the presence of an obstacle on the right. The option "second" is also incorrect, because first the participant without an obstacle on the right will go, then the "obstacle on the right" will yield, and only after that can the left turn be made. In practice, this means that before the maneuver, you need to assess who yields to whom at an intersection of equal roads, and not start moving until you have definitely yielded to those who have priority according to the traffic rules.

Clause 16.12

At an intersection of roads of equal importance, the driver of a non-rail vehicle must yield to vehicles approaching from the right. A tram has priority over non-rail vehicles regardless of its direction of movement.

Application: at an uncontrolled intersection of roads of equal importance, the order of passage is determined by the "right-hand rule" (priority is given to the one who has a free path on the right).

Clause 16.13

Before turning left or making a U-turn at an intersection of roads of equal importance, the driver of a non-rail vehicle must yield to oncoming vehicles moving straight or turning right.

Application: when intending to turn left at an intersection of equal roads, the driver must additionally take into account the priority of oncoming vehicles moving straight/right.

Clause 1.10 (term "Yield (do not create an obstacle)")

Yield (do not create an obstacle) — a requirement for a road user not to continue or resume movement, nor to perform any maneuver, if this may force other road users who have priority to change their direction or speed.

Application: "yield" specifically means the obligation to let pass a vehicle that has priority (in particular, one approaching from the right at an intersection of equal roads).

Therefore, the correct answer is "Third.", given that by the definition of the Traffic Rules, at an intersection of equal roads, the priority rule applies to the vehicle approaching from the right (clause 16.12), and "yield" means not to continue moving and to let pass the one who has priority (clause 1.10).

At this intersection, the roads are of equal priority, so the rules for passing uncontrolled intersections apply. According to clause 16.12 of the Traffic Rules, the driver must yield to vehicles approaching from the right (the “right-hand obstacle” rule). Additionally, when making a left turn, the driver is guided by the requirements of clause 16.13 of the Traffic Rules and cannot begin the maneuver until ensuring safe passage and yielding to those who have the right of way.

To quickly determine the order, it is convenient to find the participant who has no vehicle to their right. In this situation, it is the blue car: its right side is “clear,” so it does not have to yield to anyone according to clause 16.12 and can go first.

Next, we follow the logic of the “right-hand obstacle.” For the green car, the obstacle on the right is the blue car, so the green car must yield to the blue car and may proceed second after the blue car passes.

Our car has an obstacle on the right — the green car. Therefore, according to clause 16.12 of the Traffic Rules, we must yield to it. Since the green car only proceeds after the blue car, we will be able to make the left turn only after both the blue and then the green cars have passed.

Therefore, the correct answer is "Third," because at an intersection of equal roads, we must yield to the vehicle on the right (the green car), which in turn yields to the blue car, which goes first.
