This exam question from the Traffic Rules of Ukraine tests the ability to safely and correctly determine the order of passage at uncontrolled intersections. Such situations are among the most conflict-prone in urban traffic, because the driver must simultaneously take into account both the general rules for roads of equal importance and the special priority of rail vehicles to avoid accidents.
The question belongs to the section of the Traffic Rules concerning intersection passage, with an emphasis on applying paragraphs 16.12 and 16.13 during the theoretical exam. First, the priority of the tram is determined: at an uncontrolled intersection of roads of equal importance, the tram has priority over non-rail vehicles regardless of the direction of further movement (p. 16.12). After the tram passes, the driver making a left turn is required to yield to oncoming vehicles moving straight ahead (p. 16.13), so the maneuver can only be completed after the white car has passed.
If you choose the option that suggests passing first, you ignore the unconditional priority of the tram at an uncontrolled intersection of equal roads, which contradicts the traffic rules. The option "to pass second, yielding only to the white car" is also incorrect, because in this situation the tram must pass before all non-rail vehicles. The correct logic for students is simple: always first assess the presence of a tram and apply p. 16.12, and only then, when turning left, be sure to yield to oncoming vehicles going straight, according to p. 16.13.
Clause 16.12
At an intersection of roads of equal significance, a tram has priority over non-rail vehicles regardless of the direction of its further movement (except at intersections where a roundabout is organized).
Application to the situation: since the intersection is uncontrolled and the roads are of equal significance, the tram passes first before all non-rail vehicles, regardless of which side it is approaching from and where it is heading next.
Clause 16.13
Before turning left or making a U-turn, the driver of a non-rail vehicle must yield to a tram moving in the same direction, as well as to vehicles traveling straight or turning right on an equally significant road in the oncoming direction.
Application to the situation: when making a left turn, the driver must yield to the oncoming vehicle that is moving straight ahead (the white car). Thus, after the tram passes first, the white car must be let through, and only then can the left turn be completed.
That is, the correct answer is: "Cross the intersection last – after the tram and the white car," given that according to the Traffic Rules, a tram at an uncontrolled intersection of equal roads has priority over non-rail vehicles (clause 16.12), and when turning left, the driver of a non-rail vehicle must yield to oncoming traffic moving straight ahead (clause 16.13).
At this uncontrolled intersection, the roads are of equal status, so in general, drivers should follow the rules for passing such intersections. However, the presence of a tram changes the order, since it has a separate right of way.
According to paragraph 16.12 of the Traffic Rules of Ukraine, at an uncontrolled intersection of roads of equal status, a tram has priority over non-rail vehicles, regardless of the direction it is moving. That is, the tram will cross the intersection first, even if in a similar situation for regular cars the "obstacle on the right" rule would apply.
After the tram has passed, there remains a conflict of trajectories between the cars: you are turning left, and the white car is approaching from the opposite direction, going straight. Here, paragraph 16.13 of the Traffic Rules of Ukraine applies: before turning left, the driver of a non-rail vehicle must yield to vehicles moving straight (or to the right) on an equal-status road from the opposite direction. Therefore, the white car has priority, and you must let it pass.
Thus, the order of passage will be as follows: first the tram (due to the priority in p. 16.12), then the white car (because it is going straight towards you, and you are turning left and must yield according to p. 16.13), and only after that will you complete the left turn.
Therefore, the correct answer is "Cross the intersection last – after the tram and the white car," since the tram has priority at an uncontrolled intersection of equal-status roads, and when turning left you must yield to the oncoming car going straight.
