This is an exam question from the Traffic Rules of Ukraine about the safe passage through an uncontrolled intersection, where both priority signs and special rules for vehicles with flashing beacons apply simultaneously. Clause 3.1

This is stipulated by clause 16.14 of the Traffic Rules: drivers traveling on the main road, among themselves, follow the “give way to the right” rule. For you, the practical conclusion is simple: you wait until they finish passing, and only then may you leave the secondary road.
An important point for the exam: even if it seems to you that your path does not conflict with one of the vehicles, you still must not enter the intersection until the vehicles on the main road have passed. Otherwise, you will violate the “give way” requirement and create a potential hazard.
Therefore, the correct answer is “Give way to all vehicles,” since you are entering from a secondary road (clause 16.11), must give priority to the special vehicle with blue beacons (clause 3.2), and vehicles on the main road pass through the intersection first and determine the order among themselves according to the “give way to the right” rule when the main road changes direction (clause 16.14).
