15.90. Is parking of the black car allowed in this place?
UAЧи дозволена стоянка чорного автомобіля в цьому місці?
This is an exam question from the Traffic Rules of Ukraine (PDR) concerning the safe organization of stopping and parking within a populated area. Such situations are important not only to avoid fines, but also to ensure that access for special vehicles is not blocked and that unnecessary obstacles are not created for other road users. In the theoretical exam, similar tasks test attentiveness to restrictions that apply in 'everyday' places — near courtyards, roadsides, service zones, and areas with waste containers.
The question checks the section of the traffic rules regarding stopping and parking, as well as understanding the basic term 'parking' from point 1.10 (cessation of movement for more than 5 minutes for reasons not related to boarding/alighting or loading/unloading). The key provision here is point 15.10(g) of the PDR of Ukraine: parking is prohibited closer than 5 meters from container sites and/or containers for household waste collection (provided their placement complies with legal requirements). Because of this direct prohibition, the option 'allowed' is not suitable, even if the car seems to 'not bother anyone' at the moment of stopping.
The correct option 'prohibited' is logical from a practical point of view: during parking, the driver is often not in the car, and utility vehicles must be able to approach the containers without delays or maneuvering in a confined space. Knowing this requirement helps to confidently answer exam questions, better navigate the traffic rules, and avoid common mistakes in the theoretical test.
Clause 1.10 (term "Parking")
Parking — stopping a vehicle for more than 5 minutes for reasons not related to the necessity of complying with these Rules, boarding (alighting) passengers, or loading (unloading) cargo.
Clause 15.10 [e]
Parking of vehicles is prohibited closer than 5 meters from container sites and/or containers for household waste collection, the location or arrangement of which complies with legislative requirements.
That is, the correct answer is "Prohibited," given that according to the definition in the Traffic Rules, parking closer than 5 meters from container sites and/or containers for household waste is directly prohibited by clause 15.10 [e].
In this situation, the black car is left near containers for household waste collection. Such a place must remain free so that special municipal service vehicles can approach and operate at the containers without obstruction.
The Traffic Rules directly establish restrictions for parking near such objects. According to clause 15.10(e), parking is prohibited closer than 5 meters from container sites and/or containers for household waste (provided they are placed in accordance with legal requirements).
In the image, the car is located at a distance of about one meter from the containers, that is, clearly closer than the permitted 5 meters. This creates an obstacle for the access and work of the services that remove garbage, and therefore such parking is a violation.
Thus, the correct answer is "Prohibited," since parking closer than 5 meters from household waste containers is prohibited by clause 15.10(e), and the car is too close to them.
