Shoulder — an element of a motor road, designated structurally or by a solid line of road marking, which adjoins directly to the outer edge of the carriageway, is located at the same level with it, and is not intended for the movement of vehicles, except in cases provided for by these Rules.

Short application: the shoulder is an element of the road, so parking “on the shoulder” in these conditions is not parking “outside the road.”

That is, the correct answer is “Answers 2 and 3.”, considering that according to clause 15.11 of the Traffic Rules, at night or in conditions of insufficient visibility outside populated areas, parking is allowed only in parking lots or outside the road (and the shoulder, according to the definition in clause 1.10, is an element of the road).

When you are driving on a road outside a populated area and it becomes dark or visibility worsens (fog, rain, dusk), the requirements for parking become stricter. The reason is simple: it is harder for other drivers to notice a stationary car in time, and the risk of collision increases sharply.

According to paragraph 15.11 of the Traffic Rules of Ukraine, under such conditions, parking outside populated areas is allowed only in two places: in specially designated parking areas or outside the road. Thus, the correct answer is "Answers 2 and 3," because at night or in conditions of poor visibility outside populated areas, parking is allowed only in parking areas or outside the road.
