Therefore, the traffic rules define priority places where one should stop.

The question tests knowledge of the section of the Traffic Rules on stopping and parking (points 15.1–15.2), as well as understanding of the term "shoulder" from point 1.10. When a driver plans to stop or park on the road, they must choose a place that does not interfere with the movement of other vehicles and does not create danger. That is why the Traffic Rules establish the following sequence: first, use specially designated places, and if there are none nearby — the shoulder.

Clause 15.2 of the Traffic Rules of Ukraine directly states that if there is a shoulder suitable for stopping or parking, the vehicle should be placed on it. The logic is simple: the shoulder is a part of the road not intended for traffic, and using it for stopping allows the carriageway to remain clear, reducing obstacles and risks for those who continue driving.

Practical example: you are driving on a country road, and on the right there is a shoulder with a hard surface or one that is sufficiently level and safe for stopping. In this situation, the driver must completely leave the carriageway and stop or park the car on the shoulder. If you stop partially on the carriageway when the shoulder is suitable, this is an incorrect position and creates an unnecessary obstacle to traffic.

Therefore, the correct answer is "Only on the shoulder," because according to clause 15.2 of the Traffic Rules, if there is a suitable shoulder, stopping and parking must be done on it, so as not to occupy the carriageway and not to obstruct traffic.
