15.5. At which of the places is the driver of a passenger car allowed to stop?
UAНа якому з місць водієві легкового автомобіля дозволено зупинитися?
This exam question from the Traffic Rules of Ukraine tests the driver's attentiveness when choosing a place for a short-term stop in a populated area where there is an uncontrolled pedestrian crossing. The topic is directly related to road safety: improper stopping near a “zebra” crossing reduces visibility, creates a risk of hitting pedestrians, and obstructs their movement.
According to the content of the question, the student must apply the requirements of Section 15 of the Traffic Rules (stopping and parking), in particular, clause 15.9 (d) of the Traffic Rules of Ukraine: stopping is prohibited on pedestrian crossings and within 10 meters of them on both sides (the exception applies only to situations of yielding, not to a “regular” stop). Since the road is one-way, the possibility of stopping near the left or right edge is not decisive here — the key rule is the 10-meter zone before/after the crossing and the prohibition of stopping on the crossing markings.
According to these provisions, only those positions where the car is not standing on the pedestrian crossing and is at least 10 meters away from it are allowed: this corresponds to positions A, V, and D. Position B is incorrect because the car is still within the prohibited 10 meters, and position G is wrong due to the direct prohibition of stopping directly on the pedestrian crossing. This approach to analyzing the options helps on the theoretical exam to quickly eliminate answers that violate the basic restrictions on stopping near crossings.
Clause 15.9 (d) (Section 15 "Stopping and Parking")
Stopping is prohibited: (d) on pedestrian crossings and within 10 m from them on both sides, except in cases of giving way.
Application in the question: stopping is allowed only in those designated places where the car is not on a pedestrian crossing and is located no closer than 10 m from it on both sides (therefore, it is allowed at A, B, D and prohibited at B and G).
Clause 1.10 (term "Stopping")
Stopping — cessation of movement of a vehicle for up to 5 minutes or more if necessary for boarding (alighting) passengers or loading (unloading) cargo, fulfilling the requirements of these Rules or the signals of a traffic controller.
Application in the question: the question checks specifically the conditions under which the driver is allowed to perform a "stop" as defined by the Traffic Rules (and not a "parking").
Clause 1.10 (term "Pedestrian crossing")
Pedestrian crossing — a section of the carriageway (or engineering structure) intended for pedestrian movement across the road and marked with road signs and/or road markings.
Application in the question: it is necessary to correctly determine the boundaries of the pedestrian crossing, from which the prohibited stopping zone "within 10 m" is measured.
Clause 34.1 — 34 "Road markings", 1 "Horizontal markings", marking 1.14.3 "Pedestrian crossing"
Marking 1.14.3 designates a pedestrian crossing.
Application in the question: the presence of pedestrian crossing markings means that there is a direct prohibition on stopping on the crossing and within 10 m before/after it (clause 15.9 d).
That is, the correct answer is "In places A, B, and D.", given that according to the definition of the Traffic Rules, stopping is prohibited on the pedestrian crossing and within 10 m from it on both sides, and in places A, B, and D this requirement is met.
In this situation, it is necessary to determine where the driver can stop near an uncontrolled pedestrian crossing on a one-way street. Since the traffic is one-way, stopping near either the left or right edge of the roadway is not prohibited in itself. The decisive factor is compliance with the requirements regarding the pedestrian crossing.
Clause 15.9 (d) of the Traffic Rules of Ukraine establishes a prohibition on stopping on pedestrian crossings and closer than 10 meters to them on both sides. That is, the driver has the right to stop only when the car is either not closer than 10 meters before the crossing or not closer than 10 meters after the crossing. If the car falls within this 10-meter zone or is parked directly on the “zebra,” stopping will be prohibited (the only exception in the rule concerns yielding the right of way, but this is not “stopping for parking/pick-up,” but a forced short-term stop).
Let us consider the marked locations. In position A, the car is located at a sufficient distance from the pedestrian crossing, that is, the “not closer than 10 m” requirement is met, so stopping is allowed. In position B, the car is still within 10 meters of the crossing, so stopping there is prohibited. In position V, the necessary distance from the crossing is also maintained, so stopping is allowed.
Position G is directly on the pedestrian crossing. This is a direct violation of clause 15.9 (d), as such a stop creates an obstacle for pedestrians. In position D, the distance to the crossing is also not less than 10 meters, so stopping is allowed.
Thus, the correct answer is “At locations A, V, and D,” since stopping is allowed only outside the pedestrian crossing and outside the 10-meter zone before/after it, and these conditions are met exactly at points A, V, and D.
