This is an exam question from the Traffic Rules of Ukraine about safe stopping and parking when a driver finds themselves in a situation with limited options. Such situations directly affect road safety: an incorrectly parked or stopped vehicle narrows the roadway, impairs visibility, creates an obstacle, and increases the risk of an accident. In the theoretical exam, it is important not just to memorize the answer, but to understand the logic of the Traffic Rules: first, we look for the safest place outside the traffic flow, and only if this is impossible, do we act according to the exception allowed by the Rules.

The question tests Section 15 of the Traffic Rules of Ukraine "Stopping and Parking" (specifically paragraphs 15.2–15.3) and the ability to apply the sequence of choosing a place to stop. The rule in paragraph 15.2 explains: if there are no specially designated places, and the shoulder is absent or unsuitable for stopping/parking, the driver has the right to stop on the carriageway near the right edge, positioning as far to the right as possible to minimize obstruction to other road users. This is the basic rule for most roads, especially outside populated areas.

The analysis of answer options in such an exam question comes down to correctly determining the priority: stopping on the left near the edge of the carriageway is not a general rule and is allowed only as an exception in populated areas under specific conditions described in paragraph 15.3 (therefore, this option will be incorrect in most situations). Stopping on the sidewalk or pedestrian path is also not a standard solution and usually creates a conflict with pedestrian movement and other requirements of the Rules, so it is not suitable as a universal answer. Instead, choosing the right edge of the carriageway with the maximum possible shift to the right fully complies with paragraph 15.2 and is the most predictable and safe behavior for other drivers.

In practice, this knowledge helps to quickly make the right decision: not to "hang" in the lane, not to block traffic, and not to try to stop in places where the vehicle will interfere or create danger. These are exactly the nuances often checked in the theoretical exam, as they show whether the driver can apply the traffic rules in real road conditions, when a shoulder exists but is actually unsuitable, and there are no special parking areas.

Clause 15.1

Stopping and parking of vehicles on the road must be carried out in specially designated places or on the shoulder.

Clause 15.2

If there are no specially designated places or a shoulder, or if stopping or parking there is impossible, they are allowed near the right edge of the carriageway (as far to the right as possible, so as not to obstruct other road users).

Clause 15.3

In populated areas, stopping and parking of vehicles are allowed on the left side of the road that has one lane in each direction (without tram tracks in the middle) and is not divided by marking 1.1, as well as on the left side of a one-way road. If the road has a boulevard or a dividing strip, stopping and parking of vehicles near them is prohibited.

(This clause in the question is checked as an exception: "on the left" is allowed only under special conditions in a populated area; in the general case, the requirement to stop on the right according to clause 15.2 applies.)

Clause 1.10 (term "Shoulder")

Shoulder — a structurally designated element of a road or one marked by a solid line, adjacent directly to the outer edge of the carriageway, located at the same level as the carriageway, and not intended for vehicle movement, except in cases provided by these Rules. The shoulder may be used for stopping and parking vehicles, movement of pedestrians, mopeds, bicycles (in the absence of sidewalks, pedestrian or bicycle paths, or if it is impossible to move along them), and horse-drawn carts (sledges).

Clause 1.10 (term "Stopping")

Stopping — cessation of movement of a vehicle for up to 5 minutes or more, if necessary for boarding (alighting) passengers or loading (unloading) cargo, fulfilling the requirements of these Rules (yielding, obeying the controller's requirements, traffic light signals, etc.).

Clause 1.10 (term "Parking")

Parking — cessation of movement of a vehicle for more than 5 minutes for reasons not related to the need to fulfill the requirements of these Rules, boarding (alighting) passengers, or loading (unloading) cargo.

Clause 33.1.15 — 33 "Road Signs", 1 "Warning Signs", sign 1.15 "Dangerous Shoulder"

Sign 1.15 "Dangerous Shoulder" is installed before a raised, lowered, destroyed shoulder, or a shoulder where repair work is being carried out. The sign is installed outside populated areas at a distance of 150–300 m, in populated areas — at a distance of 50–100 m before the beginning of the dangerous section. If necessary, the sign is installed at another distance, which is indicated on plate 7.1.1 "Distance to the object". Outside populated areas, the sign is repeated. The next sign is installed at a distance of at least 50 m before the beginning of the dangerous section. The sign is temporary and is installed for the period necessary to carry out the relevant road works.

(In the context of the question, this sign explains why stopping/parking on the shoulder is impossible/dangerous, and therefore clause 15.2 applies.)

Thus, the correct answer is: "Near the right edge of the carriageway, as far to the right as possible, so as not to obstruct other road users," given that, according to the definition of the Traffic Rules, stopping/parking must be performed in specially designated places or on the shoulder (clause 15.1), and if this is impossible — it is allowed near the right edge of the carriageway as far to the right as possible (clause 15.2).

When a driver plans to stop or park, they must follow a clear sequence established by Section 15 of the Traffic Rules. First, the Rules require the use of specially designated places or the shoulder. This is the basic and safest option, as the vehicle does not occupy the roadway and does not create obstacles.

However, the question specifies two key conditions: first, there are no specially designated places; second, stopping and parking on the shoulder are impossible (for example, the shoulder is damaged, too soft, under repair, or in another situation where pulling over is dangerous or technically impossible). That is, the first option provided by clause 15.1 does not work in this traffic situation.

For this case, the Traffic Rules provide a direct solution in clause 15.2: if there are no places for stopping/parking or the shoulder is absent or unsuitable, the driver is allowed to stop on the roadway, but only if two requirements are met. The first requirement is to choose the right side of the road, and the second is to stop as close as possible to the right edge, so as not to interfere with the movement of other vehicles. In practice, this means smoothly moving to the right, not "hanging" in the lane, leaving as much free space as possible for passage, and not creating obstacles.

It is important to understand that the option "to stop on the left" is generally not suitable, as such a possibility is described as an exception in clause 15.3 and applies only to populated areas and specific conditions (for example, a road with one lane in each direction, etc.). In our situation, the question is formulated generally and directly leads to the rule of clause 15.2: when the shoulder cannot be used, stop near the right edge of the roadway.

Therefore, the correct answer is "Near the right edge of the roadway, as close to the right as possible, so as not to interfere with other road users," since in the absence of special places and the impossibility of stopping on the shoulder, the Traffic Rules (clause 15.2) allow stopping specifically on the right, as close as possible to the edge of the roadway.
