15.3. At which of the locations is the driver of the blue car permitted to stop?
UAНа якому з місць водієві синього автомобіля дозволено виконати зупинку?
This is an exam question from the Traffic Rules of Ukraine concerning safe stopping near intersections and pedestrian crossings. Such situations often occur in the city: improper stopping can obstruct visibility, complicate maneuvers at intersections, and create danger for pedestrians. In the theoretical exam, it is important not just to memorize the '10 meters' rule, but to correctly determine from where exactly this distance is measured and where the boundaries of the intersection are.
The question tests the section of the Traffic Rules regarding stopping and parking, specifically the requirements of clause 15.9 (d) and 15.9 (e), as well as the understanding of the term 'intersection' from clause 1.10. The key idea is as follows: stopping is prohibited at an intersection and within 10 meters from the edge of the roadway being crossed (if there are no pedestrian crossings), and is also prohibited on a pedestrian crossing and within 10 meters of it. The boundaries of the intersection are determined not by an imaginary line on a diagram, but by imaginary lines between the beginnings of the rounding of the roadway edges, so visually 'seemingly already past' may actually still be 'within the intersection'.
As a result, the option to stop near location A is not suitable due to its proximity to the pedestrian crossing (violation of the 10-meter requirement). Location B is also incorrect: despite the seemingly 'sufficient' distance to the intersection, the car actually remains within the intersection zone due to the rounding of the roadway edge, and such a stop is directly prohibited by clause 15.9 (e) and may additionally impair visibility for other drivers. The correct option is where the car is already outside the intersection boundaries and the required distance is maintained, that is, location C.
Clause 1.10 (term "Stop")
Stop — cessation of movement of a vehicle for up to 5 minutes or more, if necessary for boarding (alighting) passengers or loading (unloading) cargo, fulfilling the requirements of these Rules (including yielding the right of way), complying with the instructions of a traffic controller, traffic light signals, and road signs.
Clause 1.10 (term "Intersection")
Intersection — a place where roads cross, adjoin, or branch at the same level, the boundary of which is the imaginary lines between the beginnings of the curvatures of the edges of each roadway. The place where an exit from an adjacent territory adjoins the road is not considered an intersection.
Application to the task: to determine whether stopping is allowed at position "B," it is necessary to correctly establish the boundaries of the intersection (they pass at the beginning of the curvatures of the roadway edges).
Clause 15.9 (d) of the Traffic Rules of Ukraine
Stopping is prohibited: on pedestrian crossings and closer than 10 m from them on both sides, except when yielding the right of way.
Application to the task: position "A" falls under the prohibition of stopping closer than 10 m from a pedestrian crossing (unless the stop is necessary to yield the right of way).
Clause 15.9 (e) of the Traffic Rules of Ukraine
Stopping is prohibited: at intersections and closer than 10 m from the edge of the roadway in the absence of pedestrian crossings, except for stopping to yield the right of way and stopping opposite a side road at T-shaped intersections where there is a solid line marking or a dividing strip.
Application to the task: position "B" is actually within the intersection boundaries (the boundary is determined according to clause 1.10 — from the beginning of the curvatures), so stopping there is prohibited; position "V" is outside the intersection and at the required distance, so stopping is allowed.
Thus, the correct answer is "At position V," given that according to the definition of the Traffic Rules, the boundaries of the intersection are set at the beginning of the curvatures of the roadway edges (clause 1.10), and stopping is prohibited at the intersection and closer than 10 m to it (clause 15.9 e), and separately — closer than 10 m to a pedestrian crossing (clause 15.9 d), whereas at position "V" these prohibitions are not violated.
In this task, you need to determine where stopping does not violate prohibitions related to the intersection and the pedestrian crossing. For this, refer to clause 15.9 (e) of the Traffic Rules: stopping is prohibited at intersections and within 10 meters from the edge of the intersecting carriageway (if there are no pedestrian crossings at the intersection). Additionally, keep in mind that near a pedestrian crossing, stopping is also prohibited within 10 meters of it.
First, it is important to correctly understand where the intersection begins and ends. According to the definition in the Traffic Rules, the boundaries of an intersection are drawn along imaginary lines between the beginnings of the rounding of the carriageway edges. That is, the "corner" of the intersection is counted not from the drawn dashed line on the diagram, but from the actual beginning of the rounding.
Location A is not suitable because the car will stop too close to the pedestrian crossing. Even if it seems that there is still some distance to the intersection, at this point the requirement to maintain at least 10 meters from the crossing is not met, and therefore stopping will be prohibited.
Location B is also prohibited. It is located in an area where the rounding of the carriageway edge still means that the vehicle is actually within the intersection. That is, even if it is approximately "10 meters" to the intersection of the carriageways, the stop is still considered a stop at the intersection, which is directly prohibited by clause 15.9 (e). Additionally, such a stop may worsen visibility for other drivers who are entering or turning at this intersection.
Location C is correct because the car has already left the intersection (beyond the rounding area) and the required distance of 10 meters from the edge of the intersecting carriageway is maintained. Such a position does not create the typical risks of an intersection: it does not block visibility and does not interfere with the maneuvers of other road users.
Therefore, the correct answer is "At location C," since the stop is made outside the intersection and in compliance with the requirement of not being closer than 10 meters to the edge of the intersecting carriageway, in accordance with clause 15.9 (e) of the Traffic Rules.
