15.20. Is parking of the white vehicle permitted at this location?
UAЧи дозволена стоянка білого автомобіля в цьому місці?
This exam question from the Traffic Rules of Ukraine tests the driver's attention to the rules of stopping and parking in populated areas and their impact on safety and traffic organization. Such situations are important not only for the theoretical exam but also for everyday practice: an improperly parked car can block access for special vehicles and create obstacles for other road users.
The question belongs to Section 15 of the Traffic Rules (stopping and parking) and also relies on the definition of the term "parking" from clause 1.10. According to the Traffic Rules, parking is the cessation of movement for more than 5 minutes not for reasons of complying with the Rules and not for boarding/alighting or loading/unloading. Further, clause 15.10(g) applies: parking is prohibited closer than 5 meters from container sites and/or containers for household waste collection, so that a garbage truck can approach and remove the waste without hindrance.
Therefore, the option that allows parking is incorrect, as it ignores the requirement of a minimum distance of 5 meters from containers/sites. The correct option is the one that indicates a parking prohibition: in such a situation, the vehicle is left too close, which directly contradicts clause 15.10(g) of the Traffic Rules of Ukraine. At the same time, it is worth remembering a practical nuance for the exam: this rule specifically prohibits parking, while a short-term stop (for example, to throw out trash) is not separately prohibited.
Clause 1.10 (term "Parking")
Parking — stopping a vehicle for more than 5 minutes for reasons not related to the necessity of fulfilling the requirements of these Rules, boarding (alighting) passengers, or loading (unloading) cargo.
This term is needed to distinguish "parking" from short-term "stopping" and to correctly apply the prohibitions established by Section 15 of the Traffic Rules.
Clause 15.10 g) (Section 15 "Stopping and Parking")
Parking is prohibited: g) closer than 5 m from container sites and/or containers for household waste collection, the location or arrangement of which complies with legislative requirements.
Application: if a vehicle is parked closer than 5 m to a container site/containers for household waste — such parking is a violation of the Traffic Rules.
Therefore, the correct answer is "Prohibited.", given that according to the definition in the Traffic Rules, parking (over 5 minutes) closer than 5 m from a container site and/or containers for household waste collection is directly prohibited by clause 15.10 g).
First, it is important to distinguish between the concepts of "stop" and "parking." According to the Traffic Rules, parking is the cessation of movement for more than 5 minutes for reasons not related to complying with the Rules, and also not for boarding/alighting passengers or loading/unloading.
Next, we apply clause 15.10 (g) of the Traffic Rules of Ukraine: parking is prohibited closer than 5 meters from container sites and/or containers for household waste collection (provided that their location is equipped in accordance with the requirements). This rule was introduced so that a garbage truck can approach the containers without hindrance and remove the waste.
In the situation shown, the white car is located at a distance of less than 5 meters from the containers (or the container site). That is, the minimum distance requirement is not met, and therefore parking in this place is not allowed.
At the same time, it should be remembered that this rule prohibits only parking, not stopping: it is allowed to briefly pull up, for example, to throw away garbage, but leaving the car for a long time is not permitted.
Therefore, the correct answer is "Prohibited," since parking closer than 5 meters to containers (or a container site) for household waste is prohibited by clause 15.10 (g) of the Traffic Rules of Ukraine.
