15.16. Under what conditions is the driver allowed to stop at this location?

This is an exam question from the Traffic Rules of Ukraine (PDR) concerning road safety during stops at intersections and in places with a solid line road marking. In practice, improper stopping near intersections or where the roadway narrows often creates an obstacle for other drivers and provokes hazardous situations. That is why such tasks regularly appear on the theoretical exam and test the ability to apply traffic rules in real-life situations.
The question tests Section 15 of the PDR, "Stopping and Parking," specifically clauses 15.9 (e) and 15.9 (f). The general rule prohibits stopping at intersections, but for T-shaped intersections, there is an exception: stopping opposite the side road is allowed if there is a solid marking line or a dividing strip (15.9 e). The statement that stopping is allowed "in any case" is also incorrect: even with the exception for a T-shaped intersection, the driver is required to observe the condition regarding a safe distance to the solid marking.
Clause 1.10 (term "Stop")
Stop — cessation of movement of a vehicle for up to 5 minutes or more, if necessary for boarding (alighting) passengers or loading (unloading) cargo, fulfilling the requirements of these Rules, as well as due to danger or an obstacle to movement.
This term is needed to correctly apply the prohibitions and exceptions of Section 15 "Stopping and Parking" specifically to a "stop" in the given situation.
Clause 15.9 (e) of the Traffic Rules of Ukraine
Stopping is prohibited: (e) at intersections and within 10 m from the edge of the carriageway in the absence of a pedestrian crossing, except for stopping to give way and stopping opposite a side road at a T-shaped intersection where there is a solid marking line or a dividing strip.
This subclause checks knowledge of the general prohibition on stopping at intersections and the special exception for a T-shaped intersection if there is a solid marking line (or dividing strip) opposite the side road.
Clause 15.9 (f) of the Traffic Rules of Ukraine
Stopping is prohibited: (f) in places where the distance between the solid marking line, dividing strip, or opposite edge of the carriageway and the stopped vehicle is less than 3 m.
This subclause establishes the key condition for the permissibility of stopping at the shown location: after stopping, there must remain at least 3 m to the solid marking line (so as not to create an obstacle to traffic).
That is, the correct answer is "If the distance between the vehicle and the solid marking line is at least 3 m," given that by the definition of the Traffic Rules, stopping at such a place at a T-shaped intersection is possible as an exception (clause 15.9 (e)), but only if the minimum distance of 3 m to the solid marking line is observed (clause 15.9 (f)).
In this situation, the vehicle is located opposite a side road at a T-intersection, and a solid line marking is applied on the roadway. Usually, stopping at intersections is prohibited, but for T-intersections, the Rules make a specific exception.
According to clause 15.9 (e) of the Traffic Rules, stopping at an intersection and within 10 meters from the edge of the roadway is prohibited. At the same time, this very clause allows stopping opposite a side road specifically at T-intersections, if there is a solid line marking or a dividing strip. That is, the place shown in the illustration falls under the exception, and stopping opposite the side road here is possible in itself.
However, after this, it is necessary to check one more mandatory requirement. Clause 15.9 (f) of the Traffic Rules prohibits stopping where less than 3 meters remain between the stopped vehicle and the solid line marking (or dividing strip, or the opposite edge of the roadway). The logic is simple: if only a narrow passage remains, other vehicles will not be able to pass safely, and the stop will create an obstacle to traffic.
Therefore, even though at a T-intersection with a solid line stopping opposite the side road is allowed, it will be legal only if at least 3 meters remain to the solid line after stopping.
Thus, the correct answer is "If the distance between the vehicle and the solid line marking is at least 3 meters," since at a T-intersection there is an exception regarding stopping opposite the side road, but it is mandatory to ensure a passage of at least 3 meters to the solid line according to the requirements of the Traffic Rules.
