12.4. What is the maximum speed at which passenger cars may travel on motor roads (except for vehicles driven by drivers with less than 2 years of driving experience)?

This subclause checks the knowledge of the "ceiling" speed of 110 km/h for a passenger car (which does not fall under exceptions such as "passenger car with trailer" or "driver with less than 2 years of experience") on a high-speed road of the type "with a median strip/separate carriageways", which in tests also includes the "road for automobiles".
Clause 12.6 (subclause b) of the Traffic Rules of Ukraine
Outside populated areas on all roads and on roads passing through populated areas marked with sign 5.49 "Beginning of a populated area", driving is allowed at the following speeds: b) vehicles driven by drivers with less than 2 years of experience — no more than 70 km/h.

Therefore, the correct answer is “110 km/h,” because for passenger cars on roads for automobiles (sign 5.3), the expressway speed regime applies, where the maximum speed is 110 km/h, and 130 km/h is allowed only on motorways (sign 5.1).
