Question without image

This is an exam question from the Traffic Rules of Ukraine about the safety and predictability of maneuvers in dense traffic flow. During heavy traffic, any unnecessary lane change increases the risk of an accident: drivers are forced to brake sharply, the safe distance is reduced, and conflicts arise due to blind spots and insufficient gaps. That is why the traffic rules restrict lane changes under such conditions, in order to maintain the uniformity of the flow and reduce accident rates.

For the theoretical exam, this question tests knowledge of the section of the Traffic Rules regarding the positioning of vehicles on the carriageway and lane changing, specifically the requirements of point 11.11. The meaning of the rule is simple: when the flow is dense, you may change lanes not "for convenience" or overtaking, but only when it is necessary to perform an action without which it is impossible to continue moving safely and in accordance with the Rules.

If you analyze the answer options, bypassing an obstacle is a permitted reason, because otherwise the vehicle physically cannot move in its lane (for example, due to road works or a broken-down car). Preparing for a turn or U-turn also requires you to take the necessary lane in advance, and this is directly provided for by the Traffic Rules. Stopping in heavy traffic also allows for lane changing, as the driver must move closer to the edge of the carriageway in advance, so as not to stop in the middle of the lane and not create a dangerous situation for those moving behind.

Practically, this means: in dense traffic, change lanes only when it is truly necessary for bypassing, preparing for a turn/U-turn, or stopping; signal in advance, assess the gaps, check blind spots, and do not force other road users to change speed abruptly. This logic is embedded in the Traffic Rules of Ukraine and is often tested in exam questions on the theoretical test.

Clause 11.11

In heavy traffic, changing lanes is allowed only for bypassing an obstacle, turning, making a U-turn, or stopping.

Application: the question checks that in conditions of dense (intensive) traffic flow, changing lanes is permitted only in the cases listed in this clause, and not "for convenience" or overtaking in the flow.

Clause 1.10 (term "Traffic lane")

Traffic lane — a longitudinal strip on the carriageway at least 2.75 m wide, marked or unmarked with road markings, intended for the movement of non-rail vehicles.

Application: for the correct understanding of the question, it is important that "changing lanes" means moving to another traffic lane (within the carriageway), regardless of the presence or absence of markings.

That is, the correct answer is "Answers 1, 2, and 3.", given that according to the definition of the Traffic Rules, in heavy traffic, changing lanes is allowed only for bypassing an obstacle, turning, making a U-turn, or stopping.

A traffic lane is a longitudinal part of the carriageway intended for the movement of non-rail vehicles, regardless of whether lane markings are present or not. During heavy traffic, when all lanes are densely filled with vehicles and the gaps between them are small, any unnecessary lane change sharply increases the risk of conflict and accidents.

That is why clause 11.11 of the Traffic Rules sets restrictions: during heavy traffic, changing lanes is not allowed “for convenience” or to go faster, but only when it is impossible to perform the necessary action without changing lanes. This is done to keep the flow uniform and predictable, and so that drivers do not force others to brake sharply or change their trajectory.

The first situation when lane changing is permissible is to bypass an obstacle. For example, if there is a broken-down vehicle in your lane or roadworks are being carried out, you have the right to change lanes to safely bypass the obstacle, after giving advance warning with your turn signal and making sure the maneuver is safe.

The second and third typical reasons are preparing for a turn or a U-turn. For example, to turn right, you need to move into the appropriate lane in advance; similarly, for a U-turn, it is often necessary to move to the left. In dense traffic, this is precisely the case when lane changing is not “unnecessary,” but required to perform the maneuver according to the Rules.

Also, during heavy traffic, it is allowed to change lanes to stop: the driver changes lanes in advance closer to the edge of the carriageway to stop without causing dangerous braking in the middle of the flow. In all these situations, the general principle is the same: lane changing must be justified, timely, and safe.

Thus, the correct answer is “Answers 1, 2, and 3,” since during heavy traffic, changing lanes is allowed only when necessary: to bypass an obstacle, to turn, or to make a U-turn (and the corresponding answer options cover this).
