That is why, before starting and during such movement, the driver must act with particular caution and constantly monitor the space behind the vehicle.
Clause 10.9 of the Traffic Rules of Ukraine establishes a key requirement: when reversing, the driver is obliged to organize the maneuver in such a way as not to create danger or obstacles for other road users. That is, the driver must make sure that there are no pedestrians, cyclists, or vehicles behind that he or she may interfere with or collide with, and perform the movement as slowly and controllably as necessary for safety.

Therefore, the correct answer is "Must not create danger or obstacles for other road users," since when reversing, according to clause 10.9 of the Rules, the driver is obliged to perform the maneuver only if it is safe for others and does not have the right to interfere with or endanger them.
