10.19. Is the driver of the white car allowed to make a right turn?

This is an exam question from the Traffic Rules of Ukraine about the safe execution of maneuvers at intersections of carriageways and the correct interpretation of road signs. Therefore, the correct option is the one that allows the maneuver within the specified direction and provided that safety is observed.

Clause 10.4

Before turning right or left, including in the direction of the main road, or making a U-turn, the driver must in advance take the appropriate extreme position on the carriageway intended for movement in that direction, except in cases when the turn is made when entering an intersection where a roundabout is organized, the direction of movement is determined by road signs or road markings, or movement is possible only in one direction as established by the configuration of the carriageway, road signs, or markings. A driver making a left turn or U-turn outside an intersection from the appropriate extreme position on the carriageway in that direction must yield to oncoming vehicles, and if performing these maneuvers not from the extreme left position on the carriageway — also to vehicles moving in the same direction. A driver making a left turn must yield to vehicles moving in the same direction ahead of him and making a U-turn. If there is a tram track in the middle of the carriageway, a driver of a non-rail vehicle making a left turn or U-turn outside an intersection must yield to the tram.

Application: the exception to the “extreme position” requirement is checked — when the direction of movement at the intersection is determined by road signs or movement is possible only in one direction. In this situation, turning right is allowed even from a non-extreme right lane, if this directly follows from the traffic organization and signs.

Clause 33.4.2 — 33 “Road Signs”, 4 “Mandatory Signs”, sign 4.2 “Right Turn Only”

Sign 4.2 “Right Turn Only” allows movement only to the right. The sign does not apply to vehicles operating on established routes. The sign applies to the intersection of carriageways before which it is installed.

Application: the sign establishes a mandatory direction at this intersection — only to the right, i.e., making a right turn by the white car is allowed.

Clause 33.5.6 — 33 “Road Signs”, 5 “Informational and Directional Signs”, sign 5.6 “End of One-Way Road”

Sign 5.6 “End of One-Way Road” is used to indicate the end of a road or carriageway marked with sign 5.5 “One-Way Road”.

Application: confirms that vehicles were moving on a one-way road and are approaching a place where the traffic organization at the intersection is determined by established signs (in particular 4.2), and not by the general requirement to necessarily take the extreme right position.

That is, the correct answer is “Allowed.”, given that according to the Traffic Rules, the direction of movement at this intersection is determined by mandatory sign 4.2 (right turn only), and clause 10.4 allows a turn not only from the extreme position when movement is possible only in one direction as established by road signs/configuration of the carriageway.

In the given situation, the white car is approaching the intersection of carriageways together with the red car. Both drivers have signaled a right turn, meaning their intention is clear and complies with the requirements for safely performing the maneuver.

The key factor here is the installed road signs. The "End of one-way road" sign indicates that the section where the cars are moving is one-way and ends at this intersection. At the same time, the mandatory sign "Right turn only" establishes the only permitted direction of movement at the intersection of carriageways — only to the right. That is, the driver cannot choose another option (straight or left), and must make a right turn.

According to clause 10.4 of the Traffic Rules, before turning, the driver usually must take the appropriate far-side position in advance. However, this clause also provides an exception: when the direction of movement at the intersection is determined by road signs or when movement is possible only in one direction. This is exactly the case here — the "Right turn only" sign makes movement possible only to the right, so a right turn is allowed from the lane from which movement in this sole direction is permitted.

Additionally, it should be taken into account that the drivers are entering a road with a dividing strip that separates opposing traffic flows. Crossing the dividing strip is not allowed, so in fact there is no alternative to the right turn here, and making a right turn by the white car complies with the organization of road traffic at this location.

Thus, the correct answer is "Allowed," since the "Right turn only" sign is installed at the intersection, which determines the only direction of movement, and clause 10.4 of the Traffic Rules allows the turn to be made without the mandatory far-right position when the direction is set by road signs.
